To help with the Western region power crunch and the Northwest drought, the Army Corp of Engineers, which runs the facility is complying with a inter-agency decision not to spill water unless it is used for power generation. The no spill policy is likely to adversely affect the downstream migration of juvenile salmon which is just beginning.
